I am writing to express my strong opposition for H.4022–An Act to protect Cape Cod's environment and water supply, filed by Representative Dylan Fernandez. This legislation will have a tremendous negative impact on the readiness of the Massachusetts National Guard. If passed, this bill will have real world consequences impairing the ability to properly train and prepare National Guard service members on Joint Base Cape Cod (JBCC) for our federal and state missions. Other state and federal agency first responders would have their training and readiness negatively impacted as well. Passage of this legislation would subject JBCC and its regulatory agencies to significant delays associated with unnecessary analysis, along with uncertainties associated with recently created unique coordination requirements that are mandated solely for JBCC (Massachusetts Military Reservation). These delays would impair efforts to modernize JBCC and construct state-of-the-art training complexes for our citizen Soldiers and Airmen.
